PRE without the BODY tag

The following is a PRE block with four lines:

 < Line 3 >
 < Line 4 >

Compare this to the test document. The only difference is that this document is missing the optional BODY tags.

For some reason, whitespace following any markup is eaten up if the BODY tag is missing.
