Blocks overflowing the viewport

Hi. The background around this line should be black! Resize the window -- what a mess, heh?

The block above is bigger than the viewport (it is set at 200%, but it could just as easily have been given a width using pixels). That is pretty much the only prerequisite for reproducing this bug.

Note: Resizing the window produces an even bigger problem.
